Answers:

1. What is the difference between papers for special session and regular session?

Special sessions consist of invited papers and are organized by special session chairpersons. Papers in special sessions undergo the same review process and acceptance criteria as papers for regular papers. Special Session organizers, however, can opt to manage the review process by collecting reviews and making recommendations to the Technical Program Chairs.

2. Can I modify my submission, either for papers or special session proposals?

Sorry but in general you cannot modify submissions. But if you have a special request, please contact the technical program chair and/or special session chair to explain your special situation.

3. Can I withdraw a submission?

Yes, you can. Please contact the system administrator, Mr Joseph Lim, smc2008@elite.sg and copy the technical program chair or special session chair, depending on the nature of your original submission.

4. What is the exact closing time for submissions?

      There will be a 1 week grace period for submissions of papers for review. Since the deadline is 16 March 2008, submissions will still be accepted till midnight of 23 March 2008 (Singapore time).

     The deadline for camera-ready versions of all accepted papers (special sessions, regular sessions and poster sessions) is 30 July 2008 (23:59).

5.   I am a special session organizer, how do I manage the review process?

Regardless of your choice of “management of the review process,” you will be invited to serve like an “Area Chair” to manage the review of the papers in your special session. We hope you will accept. Instructions will be given together with the invitation. A database of reviewers together with their areas of interest will be available for your selection. These reviewers have kindly agreed to our request and are members of the technical program committee (as “reviewers”). You can also easily add entries into our reviewer database and our system will automatically send them an invitation. 6. I am a TPC member that is managing the review of some papers. How do I assign reviewers and make my recommendation?

If you are managing the review of papers, you are serving as “Area Chair” in our Technical Program Committee. Instructions would have been given to you by now. A database of reviewers together with their areas of interest will be available for your selection. These reviewers have kindly agreed to our request and are members of the technical program committee (as “reviewers”). You can also easily add entries into our reviewer database and our system will automatically send them an invitation. 7.   How many papers can I upload with a paid registration?

Each full or reduced rate registration entitles to one paper publication. Up to a maximum of 2 additional papers are allowed but additional paper charge of S$300 per paper is chargeable. Please refer to http://www.smc2008.org/registration/ for details.

8. Will a paper(s) be published in the proceedings if no author has registered for the conference?

No. At least one author must register for the conference for the paper to be published. Please refer to http://www.smc2008.org/registration/ for details.

9. When is the deadline for registration by authors of accepted papers?

The deadline for author registrations will be the same as the deadline for receipt of camera ready papers. Please refer to http://www.smc2008.org/important-dates/ for important dates.

10. Who qualifies for the IEEE Reduced Rate for the registration fee?

These are for IEEE student members and IEEE Life members. IEEE Student members need not be members of the IEEE Systems, Man and Cybernetics Society.

11. Do I need to be an IEEE SMC student member, in order to be entitled to the IEEE Reduced Rate for the registration fee?

No. But you have to be an IEEE Student member.

12. To be considered for the “Best Student Paper”, do I have to be an IEEE SMC student member?    

      No. But you have to be an officially registered student at the time the paper was submitted or as of 16 March 2008, whichever is earlier. Award eligibility is contingent on the lead author being a major contributor to both the written paper and the research described in the paper. The lead author must be or have been a student at the time the described research was completed. The lead authors of the semi-finalist papers are required to attend the conference and present their papers.

13. Are there any other awards related to “best paper” categories in the 2008 IEEE SMC Conference, besides the “Best Student Paper Award”.

No. But during the 2008 IEEE SMC Conference, there will be other awards given during the banquet. These other awards are not related to the conference itself, but are related to other activities of the IEEE SMC Society.

14. If due to unavoidable and unforeseen circumstances, an accepted paper is not able to be presented, will the paper still be in the proceedings?

This depends on the reason for the accepted paper not being able to be presented. If the reason is deemed valid, it will be included in the proceedings, but will not be scheduled in the technical program. It will appear in something like a “Virtual Session.”. It is important that the Technical Program Chair be informed immediately, so the Program can be adjusted accordingly.

15. Can somebody else present the paper in behalf of an author of the paper?

Yes, as long as the paper has been registered properly (accompanying a full or reduced fee registration, or additional paper registration by another co-author).

16. Why join IEEE and SMCS (Systems, Man and Cybernetics Society)?

Membership allows discounted rates on IEEE and/or SMCS organized conferences and events. For example, students are entitled to IEEE Reduced Rates if they are IEEE members. Other benefits are indicated in the IEEE Website.
